THE DOCUMENT
Meckenheim, 28 June 2007
History / Current Status:
the Criminal Police Working Group reviewed the BKA’s (Federal Criminal Police Office’s) experience report on the “Special Reporting Service on crimes committed by the Scientology Organization (as of 26 August 1996).” As a result, it decided to continue the Special Reporting Service initially for one year and then review its effectiveness again after a new experience report had been submitted.
Following approval by the Criminal Police Working Group, the BKA took over the evaluation of the “Special Reporting Service on crimes committed by the Scientology Organization.”
found that the reports received to date had yielded no indications of criminal conduct by the Scientology Organization.
It was suggested that the police Special Reporting Service on Criminal Offenses by the Scientology Organization be discontinued. In addition, the state authorities and the Federal Office for the Protection of the Constitution should, within their respective jurisdictions, monitor the Scientology Organization’s political intentions and activities prior to any criminal acts. The Criminal Police Working Group was asked to take note of the matter and approve it.
The Criminal Police Working Group took note of the BKA’s report on the Special Reporting Service on Criminal Offenses by the Scientology Organization and asked the Federal Criminal Police Office to report again on the volume of reports and evaluation results under the Special Reporting Service .
In carrying out the mandate from the Criminal Police Working Group, the BKA submitted the report “Special Reporting Service on Scientology ” for presentation to the Working Group. The report concludes, among other things, as follows:
During the reporting period (1999–2002), no state-security-related investigations were conducted anywhere in Germany against the Scientology Organization or its members/adherents.
The public activities carried out by the Scientology Organization were registered and conducted in accordance with the laws of the respective federal states.
It is proposed that the police Special Reporting Service on Criminal Offenses by the Scientology Organization be discontinued, as the information obtained through it has not established any criminal conduct by the Scientology Organization.
submitted the report on an expert opinion from concerning the Scientology Organization, together with a list of demands for further measures. The IMK (Conference of Ministers of the Interior) took note of the report and the list of measures, but rejected any further measures.
The discontinuation of the Special Reporting Service on Criminal Offenses by the Scientology Organization was discussed . The minutes record a unanimous resolution with the note: “The matter was discussed.”
Because the above-mentioned resolution does not provide for discontinuing the Special Reporting Service, and because no contrary resolution has since been adopted at the decision-making level, it is still assumed that the Special Reporting Service remains in place.
Conclusion:
To date, the Special Reporting Service on Criminal Offenses by the Scientology Organization has yielded no findings relevant to state security.
