Minutes
of the meeting of the Federal-State Discussion Group from 21-22 April 2005 in Saarbrücken
Meeting Chair: , Saarland
Participants: see Attachment 1
Approved agenda:
Agenda item 4 — Scientology Organization
Cologne Administrative Court decision (reporting by the Federal Office for the Protection of the Constitution)
Higher Administrative Court of Saarland
states that the Saarland speaker, who was originally supposed to report on the decision of the Higher Administrative Court of Saarland, cannot be present because the hearing has been rescheduled for 27 April and extensive evidence requests have to be dealt with in a short period of time.
[In the meantime, the Higher Administrative Court of Saarland has ruled: it has prohibited further monitoring of the Scientology Organization by the Saarland State Office for the Protection of the Constitution. As the surveillance produced no indications of unconstitutional activity, the monitoring was disproportionate. The reasons for the judgment will follow in the Federal-State Discussion Group mailing after publication—see Attachment 2 for early press coverage.]
Hamburg briefed the participants on the affair. Through ’s departure, it had been possible to expose the Scientologists’ infiltration efforts in Turkey at an early stage. The strategy had been structured similarly to Clear Germany. The Hamburg Organization had been responsible for carrying out the action. was still a member of Scientology. The case was currently with the relevant authorities, so he could not provide any further information at that time. The case showed that the Scientologists should by no means be regarded as having been dealt with. On the contrary, the group had recently become more active again, and the number of counseling cases in Hamburg had once again increased.
Baden-Württemberg
It was stated that Cornelsen Publishing House in Berlin had published an English textbook for a German intermediate secondary school titled Abschlussprüfung Englisch, Klasse 10 - Schriftliche Musterprüfungen, Lerntipps mit Lösungsheft (English Final Exam, Grade 10—Written Sample Exams, Study Tips with Answer Booklet) (ISBN 3-464-37180-8), which was approved for classroom use in Baden-Württemberg in September 2004. This approval had reportedly been revoked by the Ministry of Education in April 2005 because the book contained an (alleged) interview with the Scientologist Tom Cruise (p. 46), which could be regarded as advertising for the Scientology Organization. (Attachment 5)
asks for information from the other German federal states as to whether the text by Tom Cruise is also included in their state editions of this schoolbook and how the states would deal with the use of the book in schools.
